Base is plastic but flared at bottom to prevent tipping over-a spacer is placed on the brush before placing the steel section onto the handle. The handle top is placed on this-everything screws together nicely. The brush is held in place, just above the inside of the base to keep bristles out of any water which might accumulate inside the base. The brush sits inside an interior section of the base and seems more sanitary than most brush bases. The finished product is as shown and looks sleek in my bathroom. Definitely a plus!
